Ι think the city/ country they registered. But when someone is online it says his current gmt. That means you can have registered from Greece and be in Dubai. In that case it is written the current time in Dubai.

An alias could set up a fake account and provide a photo of someone else. But then that person would need to be physically present on the video call - so collusion with another person would be required to avoid detection. (This is of course possible).
NSR couldn't accept members on faith alone (that is the whole point!) so if a player does not wish to download Skype (for free), or due to privacy concerns they didn't want to share a photo of themselves, there are other possibilities.
The newspaper test (with receipt showing location of purchase) goes a long way to demonstrating that a player is physically in a certain location, and avoids the necessity for a photo. This could perhaps be combined with the provision of an IP address, because though 'spoof' IP addresses can be obtained - it is generally very difficult to get hold of an IP that shows that you are connected from a certain city.
If a player is from England, but are stating that they are from Toulouse, they would have to 1. Show that they have a Toulouse IP address 2. Get hold of a printed copy of the Toulouse Tribune
3. Show that the Toulouse Tribune was bought in Toulouse
It is not easy to achieve the above steps deceptively - you would need collusion again.

Skype I presume doesn't show city - only country. Or am I wrong there?

Just showing the newspaper website isn't enough. As an example, I can claim I live in New York. Here is my local newspaper: http://www.nytimes.com/
To pass the newspaper test, one would need to purchase a psychical copy of today's newspaper and show a photo of it, and the receipt. This would prove that the player lives in the city they specify.
