Last year's new enforcement, begun as a trial in August 2018 (January 2019 for SR) and carried on after that is hereby made an official part of the GS&FR. Two major aspects of the original rule are being updated here:
1) We are adding a severe penalty step at a 5th offense for disconnecters and abusive time wasters.
2) We have shortened the offense recognition time for the 15 second move timer offense from 5 minutes and 90% of moves to 2 minutes and 75% of moves.
Beyond this, there's been some streamlining of language, and overall shortening of the original.
