What proof do you have that these players are the same? I believe they are the same, as you do, but I don't have definitive proof. Even if someone uses the same or a similar setup to another player, does not conclusively mean that they are the same player. However, I think most of us agree that have played this player (Poppins, etc.) over his/her multiple accounts that he is one and the same, but we can't definitively prove it. I have stated my case with Sniper and my conclusion - it's up to others to come to their own conclusions based on the information that I gave.
I think our best response to this multi-account issue is to raise flags of suspicion. At least when others play these players, they will be warned and make an extra effort to change up their setups.
I have felt particularly strongly about this case, hence I took the action that I took. If Poppins or any his suspected aliases joined the tournament without declaring this in the registry, I would have taken the same action.
