Reporting Slavic Nation for draw refusal. This player did use a scout and the spy during the refusal stage but that was it. Not sure if that is advancing game but you ( MT ) can decide. I did have some other screen shots of chat but they could not be found. User error but is a third time for me hmm...

https://imgur.com/a/2QNfTeM.

Moderator note: the correct case of the name of the accused is nordicbam.

Case Opened.

The accused is found guilty of draw refusal and will be deducted 113 points. JoshJesh will receive 13 points for the draw.

As this post was originally made in the abusive behavior thread, the MT does not find it necessary to take action on that matter.

Please note also that for strong cases, the time between refusals is important.

The MT has ruled this as Not Guilty. The player looks like they were trying to make progress for the too short amount of time shown.

As always I appreciate the review of case. Unfortunately I can not agree with the MT. The reason given for not guilty verdict--too short of time ? More then 10 min standard was given along with final defeat screen time showing even more time. This is disappointing I would like more clarification on the MTs decision please. I would like to also point out that the MT just handed out a guilty verdict in Fairway's case against Jessi1985 for draw refusal showing only 7 min. of video with only one draw request being declined more then half way through video.  Slavic Nation made no attempt to use miners-no bombs defused. Very difficult for me to see that in 15 min the player did not remove any of my pieces-- not much advancement of match !

3.1.3 Progress/Advancing the Game: As stated above, the burden to advance the game falls on the player refusing the draw after a tie request is made. An attack will often be evidence of this, but not always. For example, lottoing a low-level piece or two in an endgame situation may not be viewed as advancement. On the other hand, not attacking is usually evidence of non-advancement, but again not always. The player steadily pushing a multiple piece army to his opponent's side of the board may still be seen as advancing the game even without yet attacking. In summary, the MT expects to see the player who refuses a draw request to exhibit solid progress after refusing the tie request.

Will open an appeal case.

I see that I personally did not judge this game well; the time elapsed is +- 14 min. In my assessment, I only saw +- 4 minutes.

Will open a case, but a draw refusal requires a game to end by a surrender. Either way, I'll bring it up within the MT and see where it goes, as this player did not seem to be interested in ending the game.

.
The MT has reviewed this case and come away even stronger that this is a no case decision. Although the time was 12 minutes between refusal (3:21-3:33), there was the distinct loss of a scout, spy, and lieutenant in this time. These may just be seeking more information, but they qualify as progress to the MT. Another fact is that we cannot see all of Slavic Nation's pieces in the 2nd refusal screen. Therefore, one unknown piece of Slavic Nation is deep on the plaintiff's side of the board. We cannot assume he's not attacking soon.

In the rules you quote above it says that an opponent must make progress after refusing to draw. That's true but that progress might be construed without even a single attack. And your evidence might likewise be invalidated with the loss of a single piece. See Article 3.4.5 reprinted below.

3.4.5 No Changes in Proof: Keep in mind that any changes in the situation of your game during the evidentiary period, even to the loss of a single piece, may invalidate all of your proof.
