Is anyone allowed to run a tournament?

I have an idea I would like to try out but would appreciate a co-administrator who has experience with this kind of thing.

Yes , anyone is allowed to run a tournament.
I ran a QA tournament last year, for example.

Yes, as a matter of fact roeczak, henry and I ran a QA tournament last year after the official QA tournament. Anyone can run a tournament, although it will be more like a friendly tournament and not an official one.

Winning isn't everything, but wanting to win is.
