Could somebody please clarify the exact rule about refusing a tie? I played somebody today that wouldn't tie even though all his miners were gone and neither of us could win. I finally just quit. Nobody could win, and he wouldn't tie.

So, for my information, what is the exact rule? Thanks.

Cases of Unsportsmanlike Draw Refusal:
 
There are two types of inappropriate draw refusal.  The first type occurs when neither player can win the game.  It does not matter if you have better units or more units than your opponent, you do not "deserve to win" if you cannot capture the flag or all your opponent's pieces.  It is considered unsportsmanlike to continue the game and hope your opponent will eventually quit.  Any player who denies tie requests in this situation is subject to the penalties listed below.
 
The second type of draw refusal case occurs in a game in which both sides have the potential to win but no progress is being made by either side.  If one player requests a tie and is refused, then it is the responsibility of the player who refused the tie to make an attack and to try to advance the game toward a resolution.  Failure to do so subjects this player to the penalties listed below. 
 
First Offense – 50 points will be deducted from the offending player’s rating, and he/she will be sent a written explanation of our decision and a warning of the second offense penalty.
 
Second Offense – The offending player’s rating will be reset, and he/she will be sent a written explanation of our decision and a warning that if this conduct continues it will result in a banning from the site.
 
How to report draw refusal:  If you feel that an opponent of yours is in violation of these rules, we may not be able to apply any penalties to him/her unless you supply all of the evidence listed below, so please do so in order to have a strong case.  We will take no action if you simply make accusations without sufficient evidence.  Note that the evidence required is different for the two types of cases:
 
If a clear draw is being refused, please provide time stamped screen shots showing the following, and in the order shown here:
 
• The game is in an obvious tie situation.
• Your opponent refused a tie request.
• The game has not progressed for at least 10 minutes since the tie request was refused. 
• Your opponent refused a second tie request.
 
If no progress is being made and the player who refused a tie request is making no effort to attack, please provide time stamped screen shots showing the following, and in the order shown here:
 
• No progress in the game has been made for at least 10 minutes (This requires two screenshots, one at least 10 minutes after the other).
• Your opponent refused a tie request.
• No progress occurred for at least 10 more minutes following the tie request.
• Your opponent refused a second tie request.
 

In either case, you should also provide screen shots of any relevant chat dialogue.  After you have collected all the required evidence over the specified time periods, you can surrender and take a time stamped screen shot of the “Defeat” screen.  If your opponent is found in violation of our rules, and you provide evidence that you surrendered, then 13 points, which is the difference between a loss and a draw, will be restored to your rating.

Astros, I am not a moderator but this sounds pretty close to me. I would add one simple thing. That is, to clarify, this reporting can all be done at the link you give at the top of your post.

Mr.Smith, the MT will open a case on Desert Snow due to your evidence. The older references that are from 2013 are of no interest at this time but the one conviction from March 2014 is very much in play, since it is less than twelve months old. If convicted this time Desert Snow's account will be reset. Give us a few days.

noblevillain, are you claiming this was a draw refusal?  Your pics do not show any tie requests you made of Dr_Ell SuPreme nor the denials of them. Evidence needed is laid out in the General Site and Forum Rules found here: http://forum.strateg...014/#entry11336

 

You do not have a case for draw refusal here, in my opinion.  But I will open one anyway and we'll see what the other moderators say.  It looks like it could have been a tie situation if Dr_Ell SuPreme chose not to progress toward winning the game after refusing a tie offer you made, but we see no evidence to illustrate this hypothetical.  Perhaps the other mods can see more in the chat dialogue than me.  Normally we require two ten minute periods of screenshot evidence.  See the rules link above.

is there a possible way to go look at an archive of the game and chats? and ya, he refused to quickly xD thats why i had to settle for showing the no draw attempts left. sorry bout that.

It is true there was a grayed out tie button but that is a bit lacking in description of detail by itself. Given more time information on the ties offered, and the gameboard situations each time, as well as a defeat screen, you would have a better case.

Both Spys were taken,  His marshal is the red peice in the middle alley way, Mine is behind the info box.  He had no miners, would not try to guess anything.  Just ran in circles.  Flag was open but he ran like that for thirty minutes.  You will notice the last 2 screenshots were after a disconnect.  I had to disconnect to get one more draw request because I did not have anymore for the proof.

I have a case against KUMNONE

 

In, of all things, a quick game, this guy messages me that he has software saying that he can make his peices move on auto move and just waste my time untill i have to quit.  I would like this player to have 1 tie added to his win loss record.  I want this because he wasted my time and harrassed me just so that he can have an account with 0 ties.  I think this player is especially pathetic because there are no points, it is a quick game that most people dont care about, and he has software to ruin this game.  Another reason why you need to upgrade this site and program an auto draw.
